Joe Beaulieu Counselor, Atlanta
Joe Beaulieu is a government contracting counselor with the Georgia Tech Procurement Assistance Center. He has over 33 years of management and consulting experience with the federal government and 13 years of hand-on experience in federal acquisition and contracting as an aeronautical engineer, program manager, business consultant, contracting officer’s technical representative, and quality assurance manager. A retired naval aviator, he has been formally schooled in total quality management, statistical process control, and aviation safety, and he holds the highest certification from the Association of Procurement Technical Assistance Centers. He has a bachelor of science degree from the United States Naval Academy and a master’s degree in systems management from the University of Southern California.

 | Steve Bettner Counselor, Atlanta and Athens
Steve Bettner is a government contracting counselor with the Georgia Tech Procurement Assistance Center. He has over 15 years of management and consulting experience with the federal government and 12 years of hands-on experience in federal acquisition and contracting as a contracting officer, contract specialist, administrative contract officer, project manager, business consultant and quality assurance representative. As a warranted contract administrator with the Defense Contract Management Agency and for the U.S. Department of Defense he awarded over $5.7 billion worth of government contracts.
A former naval submariner, he holds a bachelor’s degree from the University of Tampa and is a graduate of the Naval Nuclear Power School and the Defense Acquisition University where he earned the highest certification as a contracting officer.

Thomas C. Larkin Counselor, Atlanta
Tom Larkin is a Procurement Counselor with the Atlanta office of the Georgia Tech Procurement Assistance Center. He has over 25 years of management and consulting experience with the federal government. This includes 17 years of hands-on experience in federal acquisition including service on the "HEMTT Should Cost" team, performance as an Administrative Contracting Officer at the Detroit Tank Arsenal (M1A1 Abrams MBT), PCO at the Tank Automotive Command, Purchasing Agent with the USDA's ARS, as well as a Professor of Contracting at the Defense Acquisition University's Mid-West Campus.
A career Army Officer, Tom holds a Masters in Management degree from Florida Institute of Technology and a BS from Southeastern Louisiana University in Animal Science. He holds a Level III certification in Acquisition.

Chuck Schadl Program Director, Atlanta
Chuck Schadl has been a procurement counselor with the Georgia Tech Procurement Assistance Center since 2003, and has 35 years of experience in program management, marketing and government contracting. He specializes in: teaching how to market to government agencies; consulting for federal, state, and local governments; assisting small, disadvantaged, and women-owned businesses; preparing bids and proposals for government work; developing effective marketing and communications programs; and designing and conducting training on government contracting and related topics. Chuck is an active member of the Association of Procurement Technical Assistance Centers and has achieved the highest level of professional certification from that organization. He is a founding member of the National Contract Compliance Association, operated his own public policy consulting firm, worked for units of government at the federal, state and local levels, and attended the University of Akron.

Todd Hurd Counselor, Augusta
Todd Hurd is the Procurement Counselor for Georgia Techs Procurement Assistance Center at our offices in Augusta, GA.
Hurd joined Georgia Tech in 2008. Previously he was a Federally warranted Contracting Officer and has held security and risk management positions for Pinkerton Security and Investigative Services, Petroleum Operations Support Services and Boeing Petroleum Services. Hurd has also been successful as an independent business development consultant and served in the United States Air Force for more than 20 years.
Chief among his current interests is his advocacy for small, medium and small disadvantaged business development. He has lectured and provided seminars on doing business with State and Federal governments and has worked to initiate a Diversity Round Table where local minority businesses can network and pursue teaming opportunities in a non-competitive environment. His Proposal Development management skills have been utilized to win in excess of $385 million for services oriented companies. Additional interests include community economic development, strategic assessments, planning and marketing and business development initiatives. He has published a variety of manuals and publications on such topics as services operations, physical security, quality processes, hazardous materials handling and transportation, and crisis management.
Hurd received his bachelor's degree in public administration from California State University at Sacramento and his master's in counseling from Ball State University. He also received a post-graduate certificate in police administration from the University of Southern California.

Roy H. Leggett Counselor, Columbus
Roy H. Leggett, based in Columbus, is a procurement counselor with the Georgia Tech Procurement Assistance Center. He has more than 13 years of experience as a procurement counselor and more than 29 years of experience with government contracting. His past experience includes work as a contract specialist, negotiator, and administrator with the Department of the Army and a contract manager with a prime contractor for an aviation maintenance depot and material management center in the Mideast. He also has worked a contracting officer for the Federal Emergency Management Agency and was deployed on numerous disasters during the past several years. Mr. Leggett is a Certified Contracting Assistance Specialist with the Association of Procurement Technical Assistance Centers, and he holds a degree in management from Troy State University.

Larry Blige
Counselor, Savannah
Larry Blige is a government contracting counselor with the Georgia Tech Procurement Assistance Center. He has more than 27 years of management and consulting experience with the federal government in acquisition and contracting as an electronics engineer, program manager, business consultant, and business manager.
Mr. Blige is certified as an Associate Contracting Assistance Specialist (ACAS) with the Association of Procurement Technical Assistance Centers. He earned a bachelor's degree in electrical engineering from the Naval Postgraduate School and a master's degree in business management from Embry Riddle University.

Larry O. Selman Counselor, Warner Robins
Larry O. Selman has been a procurement counselor with the Georgia Tech Procurement Assistance Center for more than a decade. He has over 34 years of government contracting experience. Duties have included awarding and administration of contracts for supplies and services, analysis of contractor cost/price proposals, development and negotiation of cost/price objectives, and other related matters. Negotiations have ranged from a few thousand dollars to more than $150 million with many small and large contractors, including those in Norway, Korea, Japan, and Israel. He participated in many special projects, including public/private competition, F-22 aircraft overhead cost study, and merger of the U.S. Air Force’s Systems and Logistics Commands. In addition to a degree in business administration from Georgia College and State University, Mr. Selman has completed several federal contracting courses and he has been certified level III in contracting by the U.S. Air Force.
